Jeffrey K. Dorso is the Managing Partner of Pioneer Law Group, LLP. Jeff’s practice focuses on large-scale development, mining law, and environmental remediation projects. Typical projects involve a complex range of legal issues, including public/private partnerships, development agreements, environmental remediation, financing, due diligence, entitlements, the State Mining and Reclamation Act (SMARA), the Williamson Act, environmental review under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), and environmental remediation under the Comprehensive Environmental Response, Compensation, and Liability Act (“CERCLA”). Pioneer Law Group’s client base is diversified across a broad range of clients that include large publicly traded companies, smaller companies, individuals, non-profit companies, and public agencies.

Jeff is admitted to practice before all California courts and the United States District Court for the Eastern District of California. He is a member of the California State Bar Environmental Law and Real Property Sections, and the Sacramento County Bar Association Environmental Law Section. Jeff is also an active speaker and member of the community.

REPRESENTATIVE EXPERIENCE

Complex Urban Redevelopment: Extensive experience working on some of the most complex urban development projects in the United States. These projects include a mix of acquisition, environmental, entitlement, and litigation issues. One primary example of this type of representation was the Sacramento Railyards. Jeff served as counsel on deal structure, political strategy, entitlements, environmental remediation, and CEQA issues. The project, which covered over 61 city blocks, was successfully entitled and has received over $300 million in public-private partnership financing to date.

Large Scale Mining Projects: Experienced working in over 30 jurisdictions across California and the western United States working on mining law issues associated with construction materials and metallic mines on private, state, and federal land. Representation includes acquisition, permitting, and litigation counsel for both landowners and mining companies.

Environmental Remediation and Recovery: Experienced with advising clients on complex issues involving environmental remediation issues, including Phase 1 and 2 studies, developing work plans, and recovering under applicable insurance policies and programs.

Energy Projects: Experienced advising clients on the full scope of energy projects, including solar, ethanol, nuclear, and co-generation facilities. This work includes shaping the business transaction, entitlements, negotiating and drafting the Power Purchase Agreement, and handling related litigation, if any.

Conservation Projects: Jeff and Pioneer Law Group has extensive experience working on conservation related projects, including mitigation banking, conservation easements, the Williamson Act, and other conservation related work areas.
